The project is in Support to the Low Income Housing Sector in Guyana by Financing Agreement No 6578 / GUA and is executed by the Minister of Finance and supervised by the Chief Executive Officer (CEO) of the Central Housing and Planning Authority (CH&PA) with the technical assistance of the Project Consultant, who will act as the Supervisor's Representative in the day to day supervision of project contracts.
A Project Management Group (PMG) will undertake with the Project Consultant the day to day management and supervision of the project implementation. The Project Steering Committee (PSC), formed by high level officials representing the National Authorising Officer (NAO), the Ministry of Housing and Water, CH&PA and representatives of the Regional Development Committees, is monitoring the project, preparing strategic decisions and annual work plans.
The project started on 29 October 2003 with the tendering for the Project Consultant. The time limit for implementation of the project was set at 29 October 2007 but was extended until 29 October 2010 in collaboration with the Central Housing and Planning Authority and the Ministry of Housing and Water, located at 41 Brickdam and United Nations Place, Stabroeck, Georgetown, Guyana.
The Technical Assistance (TA) contract between the Cooperative Republic of Guyana, the European Commission and GTZ (Deutsche Gesellschaft für Technische Zusammenarbeit) International Services was signed on 16 November 2004 for 45 months. The Performance Period commenced on 24 January 2005 and has been extended until 17. September 2009. The objective of the programme is to provide services for 4000 house lots in new schemes and 1650 lots in up-graded squatter settlements in addition to several community support components.
